The U.S. Coast Guard ordered the Milton-Madison Bridge, which carries U.S. 421 over the Ohio River between Milton, Ky., and Madison, Ind., closed in August after seven barges broke loose and drifted toward it. Five tugboats stopped the barges before they reached the bridge.
